In accordance with section 1264(b) of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2018 (Public Law 115-91), as amended, 50 U.S.C. 1549(b), I am transmitting notice of changes to the legal and policy frameworks for the United States’ use of military force and related national security operations related to recent United States military operations against Iran-aligned militia groups. 

Consistent with section 1264(c) of the NDAA for FY 2018, as amended (50 U.S.C. 1549(c)), I am enclosing a copy of the classified annex.
